Shared Approach to Asset Information Management Systems Implementation (138894)

CT Management Group has been providing essential support for Gannawarra, Swan Hill, and Buloke Shire Councils as they embark on a collaborative journey to deliver a shared Asset Information Management System (AIMS) for the region. The project, driven by regional partnerships and supported by Rural Councils Transformation Program (RCTP) funding, is structured around three distinct stages: procurement, delivery and shared services, and final uplift. Each stage represents a progressive step towards improved asset management, regional collaboration and efficiencies and community outcomes.

Stage 1: Shared Tender, Software Procurement and Funding (completed)

The first stage focused on aligning the councils’ needs and launching a joint tender for software procurement, leveraging RCTP funding. The three councils successfully collaborated to define requirements, secure RCTP funding, and undertake a joint procurement process. This stage resulted in the selection of a common AIMS platform and established a strong foundation for regional collaboration, standardisation, and shared direction.

Stage 2: Project Implementation, Delivery, Shared Services and Economies of Scale (in progress)

Implementation and configuration activities are currently underway across the councils. Focus is on aligning asset hierarchies, workflows, and data structures while progressively enabling shared services. Early benefits are being realised through improved consistency, resource sharing, and streamlined processes, with further efficiencies expected as alignment matures.

Stage 3: AIM Uplift and Community Outcomes

The next stage will focus on consolidating the implementation into a mature, optimised asset management environment. This includes enhancing data quality, embedding governance, collaboration across asset lifecycle functions and leveraging insights for better decision-making. The outcome will be a sustained uplift in asset management capability, delivering long-term value and improved community outcomes.
